Dubai is spending big, and the numbers are hard to ignore. Sheikh Mohammed bin Rashid, Vice President and Ruler of Dubai, has announced a portfolio of active projects worth Dh2.1 trillion. They cover housing, transport, aviation, and infrastructure.
He said the emirate is “building a city within a city,” and that more projects will be announced soon.
Where the Announcement Was Made
Sheikh Mohammed spoke at the Mohammed bin Rashid Leadership Forum at Dubai World Trade Centre. The annual event brought together 1,000 leaders from government and the private sector, along with experts, decision-makers, and academics.

What He Said About Dubai’s Momentum
According to Sheikh Mohammed, Dubai’s momentum is continuous and its achievements are ongoing. He described this as a remarkable period for growth and called it the ideal time to invest in the emirate and its infrastructure.
He also said Dubai is putting heavy investment into housing, transport and infrastructure to prepare for a new phase of economic growth. His message to other leaders was clear: cities that want progress move before everyone else, and they need people who can turn ideas into real results.
The Money, Broken Down
Here’s where the funds are going, based on the figures shared at the forum:
| Area | Amount |
|---|---|
| Real estate development (to 2030) | Dh1.1 trillion |
| Emirates and flydubai fleet expansion | Dh328 billion |
| Power and water grid infrastructure | Dh151 billion |
| Al Maktoum International Airport | Dh128 billion |
| Road upgrades and Dubai Metro Blue and Gold lines | Dh100 billion |
| Dubai International Financial Centre, Phase 2 | Dh100 billion |
| Dubai Strategic Sewerage Tunnels system | Dh80 billion |
| New Emirates engineering and maintenance complex | Dh18.7 billion |
Housing Takes the Biggest Share
Real estate is the largest piece, with Dh1.1 trillion set aside up to 2030. That’s more than half of the total. About 350,000 residential units are planned, which points to a big push to add homes as the city keeps growing.
Aviation Gets a Major Boost
Aviation also features heavily. Dh128 billion is going to Al Maktoum International Airport, which is designed to handle up to 260 million passengers a year. On top of that, Dh328 billion will go toward expanding the Emirates and flydubai fleets, and Dh18.7 billion will fund a new Emirates engineering and maintenance complex.
Roads, Metro and Utilities
Everyday infrastructure is part of the plan too. Dh100 billion will go to road upgrades and the Dubai Metro Blue and Gold lines. Dh151 billion is planned for new power and water grid infrastructure, and Dh80 billion will fund the Dubai Strategic Sewerage Tunnels system.
A further Dh100 billion has been set aside for Phase 2 of the Dubai International Financial Centre, which signals continued focus on the city’s role as a financial hub.
What This Means for Residents
For people living in Dubai, the list points to more homes, more transport links and stronger utilities. For investors and businesses, it shows where the emirate plans to put its money over the coming years. Keep in mind that the source gives a timeline only for real estate, so we don’t yet know when the other projects will be ready.
A City With Many Stories
Not all of Dubai’s news is about billions. The city also makes headlines for lighter moments, like the hybrid supercar that just joined the police fleet, which we covered in our look at the 920hp Lamborghini Temerario.
A Dh2.1 trillion portfolio is a bold statement about where Dubai is heading. With housing, aviation, transport, and utilities all getting major funding, and more projects on the way, the next few years could change the shape of the city.
