Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister, and Minister of Defence of the UAE, has announced changes to the leadership of the Dubai Environment and Climate Change Authority (DECCA).
These appointments came through two Executive Council resolutions issued by Sheikh Hamdan in his role as Chairman of the Executive Council of Dubai, covering the authority’s Biodiversity and Corporate Support sectors.
Under Executive Council Resolution No. 55 of 2026, Adel Abdullah Mohammed Al Karani has been transferred from Dubai Municipality and appointed Chief Executive Officer of the Biodiversity Sector at DECCA.
In a separate move under Executive Council Resolution No. 56 of 2026, Abdullah Yousuf Abdullah Al Marzouqi has been seconded from Dubai Police and appointed Chief Executive Officer of the Corporate Support Sector at the authority.
Adel Al Karani Appointed Biodiversity Sector CEO
Adel Abdullah Mohammed Al Karani takes charge of the Biodiversity Sector at the Dubai Environment and Climate Change Authority, moving over from his previous role at Dubai Municipality.
His appointment comes as Dubai keeps up its focus on protecting biodiversity and strengthening environmental management across the emirate. The role places him within an authority responsible for supporting Dubai’s wider environmental and climate priorities.
This leadership change fits into broader efforts to strengthen the capabilities of government entities and make sure key sectors have dedicated leadership as Dubai pushes forward with its sustainability plans.
Abdullah Al Marzouqi Takes Corporate Support Role
Abdullah Yousuf Abdullah Al Marzouqi has been seconded from Dubai Police to take up the role of Chief Executive Officer of the Corporate Support Sector at DECCA.
This appointment brings experience from another major Dubai government entity into the environmental authority. His new role will focus on the corporate support side of DECCA as the organisation continues developing its operations.
This move also reflects Dubai’s broader approach of bringing experienced officials into different government sectors to support institutional development and improve coordination across public entities.

Resolutions Take Effect Immediately
Both Executive Council resolutions take effect from the date they were issued, and both will also be published in Dubai’s Official Gazette.
These appointments come as Dubai continues treating environmental sustainability and climate action as important government priorities. Strengthening leadership within DECCA is expected to support the authority’s work across its various areas of responsibility.
Sheikh Hamdan Also Appoints Abdullah Al Hammadi to Dubai Courts
These leadership changes at DECCA arrive alongside another senior government appointment announced by Sheikh Hamdan.
Under Dubai Executive Council Decision No. 59 of 2026, Abdullah Ahmed Mohammed Al Rais Al Hammadi has been appointed Executive Director of the Settlement and Execution Sector at Dubai Courts.
Sheikh Hamdan made this appointment in his capacity as Chairman of the Executive Council of Dubai as well. Unlike the DECCA resolutions, though, this decision takes effect on October 19, 2026.
This Dubai Courts appointment will also be published in the Official Gazette. Al Hammadi’s new role will see him lead the Settlement and Execution Sector, marking another senior leadership change within Dubai’s government institutions.
