The Ministry stated that fraudsters usually pose as genuine recruitment agencies, enticing their victims into paying money on the promise of processing employment-related documents or facilitating a job placement. Such employment opportunities, though, are entirely fictitious, and numerous victims only realise the fact when it is too late to get their money and time back.

Verified Offers Only Through Official Channels
To address this issue of concern, the MoHRE has once again confirmed that all job offers shall be produced through the official job offer template in the Ministry, which is directly connected to the employment contract system in the Ministry. Every genuine employment opportunity will bear a barcode or a serial number and the job seeker can authenticate this by:
- Through MoHRE’s official website
- Through MoHRE’s official mobile application
- Via the customer call line at 600590000
Clear Employment Terms Required
MoHRE stressed that job seekers must stop interaction with employers who post non-transparent and non-compliant job offers and make it clear that:
- Type of contract
- Salary (monthly, daily, or commission-based)
- Weekly days off
- Notice period
- Any additional agreed-upon conditions
Notably, the information on the job offer should be the same as in the employment contract that was provided when applying for the work permit.
Documents Required for a Legitimate Job Offer
In order to process a valid job offer, the employers are required to give:
- A copy of passport with a validity of six months or more
- A copy of the e-signature card of the business owner or any authorized signatory
- A copy of the signatory card displaying the MoHRE registration of the company
- Transparent salary Information and contractual terms
- Type of contract
- In case of transfers: a copy of the work permit canceled not more than 90 days ago
In the case of job seekers outside the UAE, it is required that a job offer is made first, followed by the application of preliminary work permit. The employers should also not ask the candidates to come to work on a tourist or visit visa as it is against the law and may lead to fines or deportation.

Employers Fully Accountable Under Law
This is clear upon the instructions released by MoHRE, whereby employers have the full responsibility to guarantee that all employment activities are executed in adherence to the Ministerial Decree No. 46 of 2022, which станutatches the usage of the standardized contracts provided by MoHRE.

Should an employer hire an employee without a legitimate work permit, the employer is bound to pay the entire legal entitlements of the worker.
