Dubai Municipality has rolled out updated planning and design standards for workers’ accommodation across the emirate. Under the new standards, workers’ housing must provide a minimum sleeping area of 3.7 square metres per person.
These updated rules are part of a wider programme aimed at improving living conditions in workers’ communities. The standards cover not just sleeping areas but also the overall space available for services, recreation and outdoor facilities.
Dubai Municipality said the latest measures are being rolled out as part of the Workers’ Accommodation Policy, which focuses on infrastructure upgrades, building improvements and better access to essential services.
Workers’ Accommodation Must Provide 3.7 Sq m Sleeping Space
The new minimum sleeping space requirement means each worker should have at least 3.7 square metres of sleeping area within accommodation facilities. This standard forms part of Dubai Municipality’s updated planning and design requirements.
On top of sleeping space, the standards call for a gross floor area allocation of between 8.9 and 10.3 square metres per person. This wider allocation is meant to accommodate supporting services within workers’ residential areas.
Recreational facilities and outdoor spaces are also folded into the updated planning approach. These should be provided at a rate of 0.75 to 1.5 square metres per person, helping create more usable community spaces around workers’ accommodation.
Dubai Municipality Surveyed 1,417 Buildings
As part of the programme, Dubai Municipality has surveyed 1,417 workers’ accommodation buildings. The assessment looked at both the structural condition of buildings and their compliance with public health and safety standards.
The municipality has also rolled out a unified smart classification system for workers’ accommodation, designed to give a more consistent way of assessing facilities and flagging areas that may need improvement.
These inspections are part of a wider effort to understand the condition of workers’ communities and plan future upgrades. The information gathered can also help authorities prioritise infrastructure and service projects.
19 Workers’ Accommodation Facilities Recognised As Models
Dubai Municipality has recognised 19 facilities under its Model Workers’ Accommodation initiative, classified according to their standards and overall performance.

Dubai Municipality said these needs are being addressed based on priority. The municipality is also working on parking solutions designed to meet the needs of workers’ communities.
Improving pedestrian routes can create safer, more practical connections between accommodation buildings and nearby facilities, while parking improvements are also being considered as part of the wider infrastructure push.
More Retail, Community And Sports Facilities
The workers’ accommodation programme goes well beyond housing and building standards. Dubai Municipality is also working to bring retail outlets, community facilities and sports amenities into workers’ areas.
These facilities are meant to support everyday needs while giving workers more opportunities for recreation and physical activity. Community spaces can also improve access to essential services without residents having to travel long distances.
