Another new safety regulation, announced in collaboration between the Roads and Transport Authority (RTA) and the Dubai Police, is set to be implemented starting November 1, 2025. This regulation stipulates that delivery riders will no longer be permitted to use high-speed lanes.

Within the new regulation, the delivery motorcycles will not be allowed to use the two leftmost lanes of roads with five or more lanes or the leftmost lane of the streets with three or four lanes. Riders can, however, use either side on smaller roads, which have fewer than two lanes.

Safety First: A Response to Rising Accidents
The relocation follows an increasing worry about the safety of increasing accidents involving the delivery riders in high-speed areas. As a disclosure, Major-General Saif Muhair Al Mazrouei, the Assistant Commander-in-Chief of the Dubai Police, Operations Affairs division, unveiled that in the year 2025, 962 motorcycle-related accidents were recorded compared to the 854 accidents reported in 2024.
Al Mazrouei said that the motorcycles are among the most susceptible vehicles since they lack protective structures and are more risky at high speeds. Limiting their use on the fast lanes will be crucial in enhancing rider behavior. Dubai Police also posted more than 78,000 violations of non-adherence to traffic regulations by delivery riders this year, in comparison to 70,000 violations in 2024.
RTA to Enforce New Rules
The CEO of the Traffic and Roads Agency at RTA, Hussain Al Banna, stated that the authority will closely engage with the Dubai Police, the Department of Economy and Tourism, and major delivery firms to ensure compliance.
Al Banna added that prohibitory signs will be affixed along key routes to identify lanes where only commercial motorcycles will be allowed to pass, along with the current signage where there are heavy vehicles and trucks.

He further said that they will initiate a city-wide awareness campaign through social media, outdoor advertising, and teaming with the delivery companies to educate their riders and operators on the new regulations.
Promoting Responsible Riding
The move is based on traffic research and is a continuation of the wider emirate initiative of improving road safety and keeping pace with world best practices in regulating the rapidly expanding delivery sector.
To promote compliance, RTA and Dubai Police will also establish a so-called Delivery Sector Excellence Award that will welcome companies that show excellent adherence to the new safety standards.

Al Banna said that this initiative will create healthy competition among the operators, enhance the safety of all road users, and enhance the quality of service within the delivery ecosystem.
A Step Toward Safer Roads
As the quantity of motorcycles on the Dubai roads grows tremendously because of the spurt in food and e-commerce deliveries, the new rule should help reduce reckless driving and improve the safety of both riders and motorists. In the meantime, delivery riders are being encouraged to become acquainted with the new rules—and as of November 1, avoid the fast lanes of the city.
