Dubai has unveiled a new set of regulations and policies in one of the most sought-after expatriate occupations. The Knowledge and Human Development Authority of Dubai has prescribed new measures that would enhance the quality, accountability, and transparency of teachers in the private sector. New deregistration guidelines have been introduced as well.

The private schools in Dubai will be obliged to observe transparent criteria in employing and keeping the qualified teachers, and an additional objective is to boost the overall teaching quality and lower the mid-term turnover. Most children in Dubai study in private schools, and recent statistics indicate that over 387,000 students are enrolled in the 227 private schools in the emirate.

The KHDA’s New Teacher Guidelines
The new regulations, which come into force at once for all new and transferring teachers in the emirate, involve standardized requirements of qualification and appointment.
- New teachers should obtain the established qualifications, experience, and conduct standards endorsed by the KHDA, even for new teachers of Arabic and Islamic studies. The current teachers who are still in the present school have up to September 2028 to fulfill the new standards. The deadline will be April 2029 in the case your school has a starting year in April.
- All teachers and school administrators now have to submit an obligatory Appointment Notice to commit themselves to a particular school. In case teachers transfer to another private school, a new notice will be needed. Appointment Notices are documents that have been introduced to substitute the former Appointment Letter that was issued by the authority.
- Leaving during a medium academic term or semester, teachers and school leaders now have to wait 90 days before they can start teaching at another school in Dubai that is privately run. It is a rule whether a notice period is completed or not. However, the rule does not apply to teachers who terminate their notice upon completion of an academic term or semester.
- To obtain a new Appointment Notice, all teachers and school leaders who leave a private school in Dubai must fill in a KHDA Exit Survey. Information collected in these surveys will be utilized to assist the KHDA in understanding the turnover trends.
- Every teacher is required to undergo training in induction in the initial stage of taking any teaching position. The training will involve safeguarding, inclusion, UAE values, and professional ethics.

KHDA Introduces New Staff Deregistration Technical Guide
The Knowledge and Human Development Authority (KHDA) of Dubai presents two new technical guidelines to enhance staffing practices in the Dubai private education industry in terms of quality, accountability, and transparency. Also, the KHDA has implemented a new manual on the way schools must act in the case of gross misconduct and recurring breaches of professional conduct.
Effective immediately, the guidelines extend to all KHDA-approved personnel in any of the private schools, early childhood centres, universities, technical institutes, and vocational centres in Dubai. Any teaching personnel who the KHDA deregisters will have his/her appointment notice terminated and will be prohibited from seeking or being appointed to any position under the KHDA jurisdiction in Dubai.

The violations that may lead to termination and deregistration under the first instance are criminal convictions, serious violations of child protection, gross professional misconduct, and so forth. Also, unprofessional behavior or culturally insensitive behavior, as well as repeated dishonesty and inappropriate use of social media, may be deregistered where the behavior is severe or recurrent.
