Dubai has revealed an ambitious new range of plans aimed at making the city more livable and more economically robust and improving the well-being of residents, including the creation of thousands of new employment opportunities and the establishment of early cancer screening and increased access to affordable schools.

The Executive Council of Dubai, during the UAE Annual Government Meetings 2025, approved the plans as part of the Chairman of the Council, Minister of Defence, Crown Prince of Dubai, Deputy Prime Minister, and Chairman of the Executive Council of Dubai. Second Deputy Ruler of Dubai Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum was also present.

Greener Spaces for All: Public Parks and Greenery Strategy
As part of the Public Parks and Greenery Strategy, Dubai will implement over 800 projects, of which 310 parks will be newly established and 322 of the existing parks will be upgraded. The plan has also provided 120 new open spaces, 70 road landscaping projects, and 14 technology-based sustainability projects.
Dubai aims to triple its tree count, expand green space to 187 sq. km., and ensure 80% of its population is within five minutes of a park by 2040. This initiative focuses on environmental sustainability and healthy living, with all irrigation water being recycled.
Aviation Talent 33: Elevating Dubai’s Skies
Dubai again reinforced its position as a global leader in the aviation sector by launching the Aviation Talent 33 program, which is expected to provide 15,000 new job opportunities and more than 4,000 training places. The strategy will encourage Emiratisation both in management and operations and create more than 30 strategic alliances with international aviation firms.
This project adds to the long-term economic plan of doubling the economy of the city, bringing Dh650 billion of investments and 65,000 Emiratis to join the private sector of the economy – a guarantee of the final generation of skilled workers in the aviation sector.
Expanding Access: Affordable High-Quality Schools
To increase accessibility to quality education, the Policy to Expand and Promote Affordable High-Quality Schools will bring 60 new schools to the system by 2033 with 120,000 new seats.
The policy has incentives in the form of reduced government fees and low-cost leasing of land to enable investors to create affordable private schools. The program will be in line with the Dubai Education Strategy 2033, which seeks to make Dubai one of the top ten educational cities in the world.
Becoming a Global Sports Capital
The Dubai Sports Council has created the Sports Sector Strategic Plan 2033 that envisions Dubai as the global sports destination. It has 19 programmes and 75 initiatives that encompass 17 priority sports, youth, inclusiveness, and people of determination.
Through hosting key international events and the development of local talents, Dubai is expected to further incorporate sports in its urban lifestyle and encourage sports to be used as a means of active and community-based lifestyles.

Financial Restructuring and Insolvency Court
Dubai has created the Financial Restructuring and Insolvency Court as a significant move towards economic resilience. This is a specialized court that will deal with financial reorganization and bankruptcy, assist businesses in reorganizing their debts and safeguarding their creditors’ rights, and prevent liquidations. The project is in line with the vision of Dubai to become among the top three financial centres in the world in terms of a fair, transparent, and friendly ecosystem to investors.
Health First: Early Detection Healthcare Services
In the future vision of Dubai, health still stands at the centre. The Early Detection Healthcare Services Project will make Dubai be ranked among the top ten healthiest cities in the world in terms of life expectancy.
This plan aims at ensuring that colon cancer diagnoses are increased to 40 percent, the vaccination is increased to 50 percent, patient satisfaction is at 90 percent, and the waiting period is less than seven days.
Over half of the deaths in Dubai today are chronic in nature, and this initiative is very important in preventive measures in the early stages of these diseases and in enhancing the health of the population.
A Vision for the Future
Emerging initiatives in greener neighborhoods, healthier and more sustainable healthcare, and business resilience are just some of the initiatives that were recently approved in Dubai, as a single objective is to build a city that lives within the framework of sustainability, inclusiveness, and innovation.

All these endeavors, as Sheikh Hamdan underscored, strengthen the vision of the city being not only financially developed but also capable of fostering the good life of its population, a city that is indeed built to live in, a city that is built to live to come, and a city that is built to live to the world.
